Rural towers are where SLAs go to die. The site is three hours down a bad road, the genset is the only thing keeping it alive, and nobody finds out it failed until a customer complains.
We started by being honest about the number. Average response time on our rural cohort was nine hours, door to door. Half of that was not driving — it was the gap between a fault happening and anyone knowing it had happened.
Closing that gap meant treating the fault clock as the real SLA clock. The moment a site reported a genset anomaly, the timer started, the nearest engineer was notified, and the ticket was already populated with the last three visits before they got in the truck.
Six weeks later the cohort average was 4 hours 27 minutes. No new engineers. The win was almost entirely in the first hour — the part nobody used to measure.
